Warmington Village Design Statement 17 January 2003 Warmington Village Hall Steering Group Members present: Robert Brant, Jane Brant, David Constant, William Du Croz, Judy Stroud.Attending: Peter Banbridge, David Edsall, Mike Dixon, Steve Solt, Andrew Harland, David Stroud, Derek Thomas. 1. Welcome by William. 2. Apologies: Annette Solt, Bob Davey, Karen Ure, Amy Boud, Andy Crouch, Peter Crouch. 3. Minutes of the last meeting held on 3 October 2002 were accepted. 4. The third draft of the VDS had been circulated with the agenda. William has revised the text from the comments received including those from ENC and RFT. The text will need reducing further, photographs and sketches included and further amendments after further consultation and looking through other, completed, VDSs. In particular, Chapter 5; Guidelines for development will need a critical look. Some of the guidelines need to be more specific. A glossary of technical terms would be useful. Information and ideas not included in the main VDS should be included in a supplementary advice leaflet and posted on the Warmington Website so that they are still available. ACTION: William, Steve and Andrew to meet and do some further editing. Comments from everyone needed by 5 February. Regarding illustrations – William to contact Debbie Carpenter, Dick Oldfield and George Barker. Some photos from the Open Day will also be used.RFT have offered up to £500 towards the printing costs. They wish to use the Warmington VDS to develop a framework for other villages wishing to undertake a VDS. Village Limits. At a meeting on 15 January Karen Horner (ENC) explained the village limits in the context of the Local Plan. There is a presumption that planning permission for development will be granted within the boundary. There is concern for the retention of open spaces within the village. Action points for Key Partners – circulated to Steering Group 1 January 2003. These are issues that do not fit within the remit of the VDS but have been raised by parishioners. 5. Presentation to Warmington Parish Council: 20 January 2003. A copy of draft 3 of the VDS will be given to each Parish Councillor. 6. Final Newsletter. A short newsletter containing an update on progress and a timetable towards completion was agreed. 7. Future Timetable. Circulated previously.
8. Launch of draft for Public Consultation. Intended that this will be mid-late March, depending on progress by the graphic designer.. 9. Agricultural Reservoir. No decision has been made yet. The Steering Group confirmed their agreement to the letter sent to NCC by William regarding this planning application. 10. Rural Ministry Group. Meeting 18 March 2003. Request for one or two Steering Group members to attend with William. The group will be discussing Village Design Statements. 11. Any Other Business. A Focus group comprising NCC and The Countryside Agency held an exhibition about promoting rural development in Warmington, Fotheringhay and Woodnewton was held on 16 January. Request for three Steering Group members to attend a meeting of RFT Community Planning Network on Tuesday 28 January. Robert reported that Warmington VDS has £3,507.89 in its account. 12.
