th June 2002
At 7.30 p.m.
in the Village Hall, Warmington

  1. ATTENDANCE

Mr D Rowell (Chairman)
M Dixon
Mr P Banbridge
Mrs M Hodges
Mr R Enfield

15 Parishioners were also in attendance

  1. APOLOGIES: Apologies were received and accepted from Mr V Cooper, Mr A Hinton, Mr R Bosworth, Mr D Constant, Mr N Wade, Mrs Moss and Mr D Thomas.
  2. CHAIRMAN’S COMMENTS: Mr Rowell pointed out that the purpose of the evening is to try and satisfy some of the desires of the village re leisure activities and in particular those of the youth.
  3. YOUTH CLUB: Mr Rowell welcomed Mr Bail from NCC Lifelong Learning to the meeting. Mr Bail suggested that in order for a Youth Club to work, young people needed to want it and be willing to take on the responsibility for it. Lifelong Learning will supply 2 workers once a fortnight for a period of 6 months to help to establish the club. Mr Bail suggested that ghost management was a good way forward where the youth take on a role e.g. treasurer and are backed in this role by an adult. Regarding finances, Mr Bail suggested that at the formation stage help may be able to be given with equipment.

Miss Davey reported that she had spoken to a lot of people about the meeting, but felt that some people were probably happy to attend a less formal gathering or become involved after the club is actually set up. She felt that once a fortnight was not a huge commitment and that people would attend. It was pointed out that a rehearsal at school and homework could have prevented people attending this evening. Mr Bail, however, felt that the youth attendance at the meeting was very good.

Mr Davey expressed his view that a strategy needs to be put into place right across the village to involve the youth. The Youth Club should not stand in isolation, but rather be part of a whole range of activities. The Youth Orchestra began with a small number of people and has grown as more people are aware of its existence.

Discussion ensured on how to attract interest in the group and possible venues. It was agreed that an informal evening for further discussion would be beneficial. Mr Bail suggested that ideally this should take place next week. It was agreed to meet on Tuesday 2nd July at 7.30pm in the Village Hall. Miss Davey agreed to produce some leaflets and posters. The School was discussed as a future venue, but while it was agreed that here the facilities outside could be used as well, it was felt that many people may wish to get away from the idea of school. It was agreed that the Parish Council step back from the arrangements and allow the group to organize itself. There is £50 remaining from the previous Youth Club and the Parish Council may be able to fund some small expenditure.

Mr Banbridge expressed his view that many Youth Clubs fail. He considers that it is necessary to identify activities e.g. Orchestra and Drama and work from there. Mr Enfield disagreed however, feeling that the youth should be given the facilities e.g. a venue, a soft drinks bar and perhaps some music and they can then look to the future. It was agreed that many wanted a more general club and somewhere they could meet with their friends after school and homework.

The Leisure Field was discussed and many felt that the current goalposts were too big for their needs. Eventually smaller goalposts can be looked into. It appeared that many would like games of sport e.g. football to be organized rather than them just playing of their own accord. Mr Rowell pointed out that the Leisure Field is being run on a shoestring at present and a lot still needs to be done.

The age range to target was discussed and it was agreed that this should be somewhere in the region of 9 to16. There should be flexibility at the top end as some of the older ones might like to take more responsibility for the younger ones.

  1. YOUTH ORCHESTRA : This has now grown to about 19 members. It is being run by Mr Constant who is reporting back to the Parish Council.
  2. LEISURE FIELD: Mr Rowell and Mr Dixon have recently met will officials to discuss funding for the Leisure Field. A Pavilion would be very nice but this would be dependent on grants. It is hoped that the Leisure Field will be used by people of all ages. There are football teams who are interested in playing on the field. Other sports identified included cricket and golf. Ideally the area still needs levelling and re seeding. At present the grass is cut but the remains are not collected. Mr Rowell explained that it costs such a lot to collect grass that it is not considered a worthwhile expense at present.
  3. ANY OTHER BUSINESS: It was suggested that pictures of the group could be taken and used for further posters. A newsletter could be produced and the services of Four All Magazine and the Village website utilized. Concern was expressed over potential problems if the Club became too big and attracted a lot of people from outside the village. It was agreed that a present the Club will be for Warmington residents. It was agreed that everyone should write down any ideas that they may have and bring them along to the meeting on Tuesday for discussion.

The meeting closed at 8.30pm.
