The basis of valuation of these assets is replacement value based on current sums insured, with the 
exception of Community Land which is valued at nil and the Interpretation Panel which is valued at cost

Borrowings              
As at 31st March 2003 there were no loans to the Council outstanding    
             
             
Leases              
As at 31st March 2003 the following leases were in operation:-    
Lease of the Leisure Field, Peterborough Road from Elton Estates- 99 year lease, £1 per annum
Lease of Allotment land, Stamford Lane from Elton Estates      
The lease for the Pocket Park at Big Green is no longer in operation, the Pocket  
Park having been transferred into the ownership of the Parish Council.    
             
             
Debts Outstanding            
As at 31st March 2003 debtors outstanding to the Council were VAT £1844.55  
             
             
Creditors              
As at 31st March 2003 there were no creditors outstanding      
             
             
Tenancies              
During the year tenancies were entered into with Allotment holders for land on Stamford Lane
             
             
             
             
             
             
S.137 Payments            
Section 137 of the Local Government Act 1972 enables Parish Councils to spend up to the product 
of £3.50 per head of electorate for the benefit of people in the area on activities or projects not
specifically authorised by other powers.        
The limit for this Council in the year ended 31st March was £2551.50 and the following payments

* The Youth Orchestra have an annual grant of £100. For the financial year ended March 2003 they  
have £60.37 remaining.

Expenditure on the Leisure Field to the end of the year totals £2758.07. There remains £241.93 which 
is to be put towards seeding the area.
